General Richter is Holt's strict military father.
When Holt misses his plane to California for Thanksgiving in "A General Thanksgiving Episode", he reveals that he wasn’t even invited to his estranged family’s holiday dinner. To help him get over his Thanksgiving blues, Rallo invites Holt’s father over for the holidays but finds the general is a strict military man. After they save Cleveland from crashing in an airplane, the general reveals that he is disappointed in his son for being too short to follow in his footsteps and join the military. Holt tells off his father and walks away with Rallo.
In "The Blue And The Gray And The Brown", Holt was revealed to really have issues with his father during the Battle of Stoolbend Civil War reenactment when he started chanting "Die daddy, die" while firing his pistol.
He is one of Hitler's officers in "Wide World of Cleveland Show".
General Richter joins LeVar Brown and the rest of the fathers of Cleveland's friends to face off with their sons in "Of Lice and Men". After they win their dads' respect for standing up to them, Holt receives a salute from his father.
